"Another possibility is the agency adopting a different method of collection that could be more drastic and more difficult for those with outstanding debts."

A lien issued by the IRS is a legal claim by the federal government on a taxpayer's property when they fail to pay their federal tax debt. A Notice of Federal Tax Lien will be issued after initial attempts to collect the debt fail.
